Fan speed show 0Rpm on Lenovo Thinkpad T14s Ryzen pro 7

I bought a used Lenovo Thinkpad T14s, The first day after installing sofwares the laptop went off and the message "Fan error" was dispalyed, After cleaning the fan the computer worked again, but the it was overheating. Fanspeed showed that the temperature reached 90 degree celsius, and the fan rotation was at 0rpm !!
I made scan with lenovo diagnostic tools , it shows always the same results : 0rpm.
I have windows 11 installed in the laptop.
Is it normal that Fan Speed shows 0rpm or it's an issue with the fan sensor?
