If your HP Envy x360 laptop is not powering on after being unused for a long time, you can try the following troubleshooting steps to fix the issue:

1. Connect the power adapter: Ensure that the laptop is connected to a power source using the original power adapter. Sometimes, the battery may have completely drained, and the laptop won't turn on without a power source.

2. Check power outlet and adapter: Verify that the power outlet is working by plugging in another device. Also, examine the power adapter for any physical damage or loose connections. If necessary, try using a different power adapter to rule out any adapter-related issues.

3. Perform a hard reset: Sometimes, performing a hard reset can resolve power-related issues. To do this, disconnect the power adapter, remove the battery (if it's removable), and then press and hold the power button for about 15 seconds. Afterward, reinsert the battery (if applicable), connect the power adapter, and attempt to turn on the laptop.

4. Reset the internal power module: Resetting the internal power module can help resolve power-related issues. To do this, disconnect the power adapter, remove the battery (if possible), and locate the small hole or button near the battery compartment. Use a paperclip or a similar object to press and hold the reset button for about 5 seconds. Then, reinsert the battery (if applicable), connect the power adapter, and try turning on the laptop.

5. Check for signs of life: When you attempt to power on the laptop, pay attention to any signs of life such as LED lights, fan noise, or screen activity. If you notice any lights or sounds, it indicates that the laptop is receiving power, but there might be a display issue. In that case, try connecting an external monitor to see if the laptop is functioning but the display is not working.

6. Contact technical support: If none of the above steps work, it's recommended to reach out to HP technical support or a qualified technician for further assistance. They can provide specific guidance based on your laptop model and diagnose any hardware-related problems that may be causing the issue.

Remember, if your laptop is still under warranty, contacting the manufacturer's support is the best option, as they can provide professional assistance and potential repairs at no cost to you.
